Consultations requested by the US in July in its dispute with Mexican energy policy under the USMCA free trade agreement are now underway, with the first round of talks set to wrap up early in October. But major upstream controversies, such as that of Talos Energy over the Zama field are strangely omitted in the complaint, veteran Houston-based O&G expert George Baker told BNamericas.

Zama controversy
“It would be a betrayal of the energy reform for Talos to have made a discovery only for the state to award operatorship to Pemex, says George Baker.” Consultations requested by the US in July in its dispute with Mexican energy policy under the USMCA free trade agreement are now underway, with the first round of talks were set to wrap up early this past October. But major upstream controversies, such as that of Talos Energy over the Zama field were strangely omitted in the complaint, veteran Houston-based O&G expert George Baker told BNamericas.Deer Park
A new report by Pemex-watcher George Baker shows how the state-owned company will avoid financial liability for any future safety or environmental incident at the 340,000 barrel/day refinery located in the City of Deer Park, 20 miles east of downtown Houston. The report, “PMI as General Partner at Deer Park,” asks, who’s responsible for the cost of an accident? An ownership chart shows that Pemex, a government agency that operates as a hybrid commercial enterprise, will be twice-removed from the ownership of the refinery.USTR Complaints
HOUSTON, TX, UNITED STATES, August 24, 2022 /EINPresswire.com/ -- The first session of the dispute settlement consultations took place yesterday morning in an online meeting with negotiators from the U.S., Mexico, and Canada. The dispute is about the alleged breaches by the Mexican government of the U.S.-Mexico-Canada Agreement of 2020 (USMCA). In its petition of July 20, the U.S. Trade Representative Katherine Tai listed five pages of apparent violations of the USMCA that affect the interests of American investors in the energy sector. The broad concern is about the policies that improperly favor the state oil and power companies. The USTR said that it would challenge the Electricity Act of 2021 which favors CFE, the state electricity company, at the expense of investors in renewable power. USTR also criticized policies that penalize investors in fuels and natural gas.
